Candidate for Texas’ 2nd U.S. House District

Texas 2nd U.S. House District has one of the highest concentrations of energy sector employees in the world. In fact, a large part of the Energy Corridor is located within the Texas 2nd House District. The Energy Corridor is home to approximately half a million business and technical professionals. Almost 100,000 engineers and scientists live in the area, which is home to some of the largest and most prominent oil and gas companies in the world.
The 2nd District’s constituents deserve a champion who understands what they do for a living. Having worked in the energy sector, I will be that champion.

The US needs to have an all-of-the-above energy policy – one that makes sense for the consumer. A Republican should never be in the business of picking winners and losers. We must provide necessary incentives to invest in efficient production and use of our energy. If I am elected, these will be among my highest priorities. To date, no member of Congress from Texas has co-sponsored Energy Bill HR 4239. HR 4239 entitled the “Secure America Energy Act” would expedite leasing and permitting, and allow the states to be more involved in decisions about permits for oil and gas exploration. This bill would direct billions in oil & gas leasing revenues to the states and empower US energy security leadership. The bill would also encourage offshore wind lease sales. Because the bill would give the states a greater role in permitting, it would expedite permitting decisions. Typically, states take about 20 days to make a permitting decision vs. more than one year for wells and infrastructure on Federal lands.
The 2nd District and the energy sector also need fair taxes that treat the upstream/producers, mid-stream/pipelines and downstream/refineries like all other industries. Specifically, tax reform should include fair treatment for the energy sector. A tax policy that reduces American oil and natural gas production (by elimination of expensing drilling costs, percentage depletion or the passive loss exception for working interests) should not be a part of any proposed tax reform plan.
As one of the largest oil and gas producers, Texas needs a sponsor and a leader who will help expedite this long overdue legislation. If elected, I will be that leader. If elected, I will work to maintain US leadership through technology and innovation.
As your Congressman, I will lead the charge to keep the most recent energy revolution moving forward and keep Harris County and Houston the energy capital of the world.

Malcolm celebrates his 35th anniversary of becoming an Eagle Scout

In order to fulfill the Boy Scout Law, each Scout aspires to be Trustworthy, Loyal, Helpful, Friendly, Courteous, Kind, Obedient, Cheerful, Thrifty, Brave, Clean, and Reverent. In 2017, Malcolm celebrated the 35th anniversary of earning his Eagle Scout Award. The Eagle is Boy Scouting's highest award. Malcolm continues to live his life following the Boy Scout Law and hopes to serve the people of Texas following these principles.

Malcolm visited Ashland Estate, the home of Henry Clay. Mr. Clay served as Speaker of the U.S. House of Representatives three times. He also served in the U.S. Senate on two separate occasions. He was also Secretary of State for President John Quincy Adams. He unsuccessfully ran for President three times.
